<p>The Nurse V, Director of Training - EHR Modernization - Integration Office (Office of Training) is an advanced healthcare executive who executes responsibilities that demonstrate leadership, experience, and innovative approaches in the guidance and direction of a variety of complex EHR programs and services. This position will be physically located in a VA owned or leased office/space and require up to 75% official travel. Applicant cut-off will be to the first 100 Applicants.</p><h3>Major Duties</h3><p>Major Duties: The Nurse V level is of an executive nature, comprised of complex leadership and administrative components associated with significant health care issues and activities that influence the organizational mission, health care, and national policy VA Handbook 5005, Part II, Appendix G6). They are accountable to VACO leadership and National Program Leaders (if applicable) and are an integral part of the senior national leadership team. The incumbent is a catalyst for the integration and collaboration of nursing with other professional disciplines and functional areas in the mutual achievement of optimal Veteran-driven organizational goals at the VACO level. The incumbent is a key leader in strategic planning, organizational assessment, and national program development. The incumbent participates with strategic thought leaders in VACO to initiate and execute planning and decision-making processes for their program. They have the authority and responsibility for establishing standards for the practice of nursing at all health care system levels ensuring the continuous and timely availability of quality patient services. The incumbent exercises final authority and approval for national policy, practices, and the standards to measure, assess, and improve patient outcomes. Appropriately delegates activities to those staff within the national program office under their purview. The incumbent champions a High Reliability Organization (HRO) within their area of responsibility founded on a collective mindfulness approach to develop evidence-based health care solutions that promote a culture of prevention and safety and a healthy work environment through the implementation of shared decision-making; a spirit of inquiry and an academic environment supportive of education and research to promote and advance the profession of nursing. Plans the work to be accomplished by the unit, assigns work to employees, and establishes production or quality standards for the unit's work. Establishes and communicates guidelines and performance requirements to employees; conducts formal performance reviews; and identifies and provides for the developmental and training needs of employees. Hears and resolves employee complaints, effects minor disciplinary measures, and recommends action in more serious cases. Performs administrative and human resources management functions for the unit; provides advice, counsel, or instruction on both administrative and work matters; and assures full compliance with safety regulations. The incumbent meets the needs of the Veteran and as appropriate the Veteran's family, caregiver and/or significant other, the Veteran's representative, visitors to VA facilities, all VA staff and other customers while supporting VA missions. The incumbent consistently communicates and treats the Veteran and as appropriate the Veteran's family, caregiver and/or significant other, the Veteran representatives, visitors to VA facilities, all VA staff, and other customers in a courteous, tactful, and respectful manner. The incumbent provides the Veteran's family, caregiver and/or significant other, the Veteran's representative, visitors to VA facilities, all VA staff, and other customers with consistent information according to establish policies and procedures. The incumbent handles conflict and problems in dealing with any consumer group appropriately and in a constructive manner. Applicants will not be appointed to the position if a verified positive drug test result is received.</p><h3>Requirements</h3>U.S. Citizenship; non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. All applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment. Applicants who refuse to be tested will be denied employment with VA. Selective Service Registration is required for males born after 12/31/1959. Subject to background/security investigation. Must pass pre-employment physical examination. Participation in the seasonal influenza vaccination program is a requirement for all Department of Veterans Affairs Health Care Personnel (HCP). Complete all application requirements detailed in the "Required Documents" section of this announcement.<h3>Education</h3>Graduate of a school of professional nursing approved by the appropriate accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE); OR Individuals attending a master's level bridge program in nursing who have completed coursework equivalent to a bachelor's level degree in Nursing may have opportunity to become registered as a nurse with a state licensing board prior to completion of the bridge program. Upon achievement of a State license, the individual may be appointed on temporary basis and later converted to a permanent appointment upon successful completion and graduation from the bridge program. (Reference VA Handbook 5005, Appendix G6); OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active, and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing to warrant an appointment as a Nurse who has completed an associated degree/entry level Nursing education program. Credit for foreign nursing education higher that associate degree/entry level requires a formal degree equivalency validation from a recognized equivalency evaluation accepted by VA such as International Consultants of Delaware (ICD). IMPORTANT: A transcript must be submitted with your application if you are basing all or part of your qualifications on education. Note: Only education or degrees recognized by the U.S. Department of Education from accredited colleges, universities, schools, or institutions may be used to qualify for Federal employment.
