<p>The Pathology and Laboratory Medicine Service at Salisbury consists of full-time pathologists, a Lab Manager, laboratory medical technologists and technicians at supervisory and bench levels, phlebotomists, and clerical and support staff. Salisbury Healthcare System has three other labs; two Health Care Centers (HCC) located in South Charlotte and Kernersville, NC and a community-based outpatient clinic (CBOC) located in North Charlotte, NC. The incumbent reports to the Facility Chief of Staff.</p><h3>Major Duties</h3><p>The Associate Chief of Staff/Pathology and Laboratory Medicine Service (ACOS/P&LM) has overall responsibility and accountability for implementation and maintenance of new and established policies and for providing overall direction in the continuing operation of the service line. The incumbent monitors and ensures medical staff. Compliance with agency regulations, medical staff bylaws, The Joint Commission standards, College of American Pathology (CAP) accreditation requirements, and other appropriate regulations. The incumbent directly and indirectly supervises an interdisciplinary staff of physicians, laboratory technologists and technicians, phlebotomists, and other clerical and support staff. The ACOS P&LM responsibilities include oversight of and regular visits to all laboratories in each of the Salisbury Healthcare System sites of care. Effective written and oral communication and interpersonal skills are required with the ability to clearly speak English. Strong leadership skills are required. Coordinates care in all areas of the P&L Service including the HCC's and CBOC; oversees care provided by pathologists and laboratory staff including quality assurance review of accuracy of pathologists' diagnoses; selection of qualified personnel, and additional administrative processes; creating and approving policies for the continued improvement of processes; provides direct patient care in reading surgical and cytology slides as needed. Provide clinical care and provide direct supervision of all Pathologists in Salisbury VA Health Care System Effectively monitoring both Clinical Laboratory Functions and Anatomic Pathology functions, lead continuous improvement initiatives that improve quality, access and staff satisfaction Initiates interdisciplinary team activities to achieve optimum interdepartmental cooperation to assure the quality patient care is maintained or improved. Is responsible for the progressive improvement of the service delivery, which include programmatic participation in initiatives within the facility. Participates in multiple hospital, VISN and national committees, departmental and hospital in-service programs, and education programs of the department and the hospital. Serves as chairman of Blood Utilization, as well as Chairman of Laboratory Quality Assurance Committee. ACOS is also responsible for continuous quality improvement through peer review process. All applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment. Applicants who refuse to be tested will be denied employment with VA. Selective Service Registration is required for males born after 12/31/1959. Must be proficient in written and spoken English. Must pass pre-employment physical examination. Participation in the seasonal influenza vaccination program is a requirement for all Department of Veterans Affairs Health Care Personnel (HCP). Complete all application requirements detailed in the "Required Documents" section of this announcement.<h3>Education</h3>Degree of Doctor of Medicine or an equivalent degree resulting from a course of education in allopathic medicine or osteopathic medicine. The degree must have been obtained from an institution whose accreditation was in place for the year in which the course of study was completed. Approved schools are: Schools of medicine accredited by the Liaison Committee on Medical Education (LCME) for the year in which the degree was granted. Schools of osteopathic medicine approved by the Commission on Osteopathic College Accreditation (COCA) for the year in which the degree was granted. For foreign medical graduates not covered in (1) or (2) above, confirmation must be made that the medical school meets (or met) Educational Commission for Foreign Medical Graduates (ECFMG) eligibility requirement for year graduated. NOTE: The Under Secretary of Health or designee in the VHA Central Office may approve the appointment under authority of 38 U.S.C. 7405 of a physician graduate of a school of medicine not covered above if the candidate is to be assigned to a research, academic, or administrative position with no patient care responsibilities. The appointment will be made only in exceptional circumstances where the candidate's credentials clearly demonstrate high professional attainment or expertise in the specialty area.
