<p>The incumbent serves as a psychiatrist in the Mental Health Service. The psychiatrist performs general psychiatric assessment and treatment including co-occurring substance use disorders assessment and treatment within a multi-disciplinary team. The psychiatrist works closely with their colleagues to provide comprehensive, evidence-based treatment in a dynamic mental health care setting.</p><h3>Major Duties</h3><p>NOTE: This announcement will be open until the position is filled. The duties of the incumbent are complex and multi-dimensional, requiring a depth of administrative knowledge, clinical expertise, and highly developed interpersonal skills. This position requires specialized knowledge, training, and skill in the field of mental health in order to successfully perform the duties specified below. The incumbent functions in a highly independent manner with respect to performing these duties, but also works as a member of a multidisciplinary team. This position has direct accountability to their mental health manager within the mental health section in which they are assigned. Routine work is performed with a minimum of supervision. The incumbent will be required to perform duties on his/her own initiative. The incumbent will operate in a manner promoting success in all applicable performance measures and ensuring compliance with all applicable accreditation standards and VA policies. The employee shall act in a thoroughly professional manner at all times. He/she shall work in harmony with other members of the professional, technical and administrative staff; courtesy and tact are mandatory when interacting with patients and staff. The psychiatrist will be involved with supporting, promoting and enhancing the training programs at the VAMC. Essential Clinical Duties include, but are not limited to: The psychiatrist provides evaluation and treatment for patients from a diverse population including geriatric, post-deployment veterans, Veterans with complicated medical comorbidities, chronic pain, Veterans with general mental health disorders and co-occurring substance use disorders, and those seeking integrative mental health services. The psychiatrist must be skilled in psychotherapy, psychopharmacology, integrative mental health modalities, and will provide therapeutic interventions including diagnostic assessments, medication evaluation and management, suicide risk assessment, crisis intervention, and overall care of patients with psychiatric disorders. Ensures practice of psychiatric medicine is consistent with TJC, CARF, HIPAA, VA policies and procedures, clinical practice guidelines, national statutes and regulations, medical record documentation, and mandatory continuing education. Provides a full range of psycho-diagnostic services including assessment and the most appropriate psychotherapeutic techniques in providing quality care. Orders diagnostic tests and consultations and discriminates between normal and abnormal findings and makes appropriate treatment decisions. May participate in the supervision and teaching of medical students in association with ETSU/Quillen Medical School. Performs other related duties as assigned. Complete all application requirements detailed in the "Required Documents" section of this announcement.<h3>Education</h3>Degree of Doctor of Medicine or an equivalent degree resulting from a course of education in allopathic medicine or osteopathic medicine. The degree must have been obtained from an institution whose accreditation was in place for the year in which the course of study was completed. Approved schools are: Schools of medicine accredited by the Liaison Committee on Medical Education (LCME) for the year in which the degree was granted. Schools of osteopathic medicine approved by the Commission on Osteopathic College Accreditation (COCA) for the year in which the degree was granted. For foreign medical graduates not covered in (1) or (2) above, confirmation must be made that the medical school meets (or met) Educational Commission for Foreign Medical Graduates (ECFMG) eligibility requirement for year graduated. NOTE: The Under Secretary of Health or designee in the VHA Central Office may approve the appointment under authority of 38 U.S.C. 7405 of a physician graduate of a school of medicine not covered above if the candidate is to be assigned to a research, academic, or administrative position with no patient care responsibilities. The appointment will be made only in exceptional circumstances where the candidate's credentials clearly demonstrate high professional attainment or expertise in the specialty area.
