<p>This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. Contact vhaedrpprogramsupport@va.gov, the EDRP Coordinator for questions/assistance Pay: Competitive salary, annual performance bonus, regular salary increases Paid Time Off: 50-55 days of paid time off per year (26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year and possible 5 day paid absence for CME) Retirement: Traditional federal pension (5 years vesting) and federal 401K with up to 5% in contributions by VA Insurance: Federal health/vision/dental/term life/long-term care (many federal insurance programs can be carried into retirement) Licensure: 1 full and unrestricted license from any US State or territory CME: Possible $1,000 per year reimbursement (must be full-time with board certification) Malpractice: Free liability protection with tail coverage provided Contract: No Physician Employment Contract and no significant restriction on moonlighting The Chief Medical Officer (CMO), Physician, at the El Paso Veterans HealthCare System (EPVHCS) is responsible for all clinical, administrative, educational, and research aspects of the Primary Care operations at the assigned Community Based Outpatient Clinic (CBOC). The CMO has overall responsibility for planning, evaluation, and management of PACT and PCP operations within the assigned CBOC in order to ensure fidelity to the PACT model, facilitate an environment of characterized by collaboration and effective care coordination for care delivered by the program, and overall delivery of health care within the facility. They interpret a wide variety of data and process data related to program planning and the specialized needs of the Veteran, the service, and the healthcare center. Toward this end, he/she must develop and maintain effective collaborative working relationships across multiple disciplines and services throughout the health care system and the Quadrad as well as represent Primary Care at the facility, VISN, and VACO level as appropriate. At the CBOC level, the incumbent is responsible for planning, establishing, and implementing policies and procedures; developing individual or group goals and objectives as well as monitoring, operating, evaluating, coordinating, and overseeing PACT operations for the EPVHCS. The incumbent ensures that assigned Physicians are aware of and adhere to all local policies and procedures, VHA Directives, Joint Commission standards, State licensure standards, and VA-OIG expectations. The incumbent conducts ongoing intensive reviews and appraisals to ensure the accomplishment of objectives and adherence to standards set by governing and accreditation bodies. They advise leadership on policy implications, key issues, and relationships to both internal and external interest groups, and recommend courses of action. They maintain interdepartmental relations with other services to accomplish the medical center's goals. The CMO coordinates and negotiates resolutions to complex problems. They may prepare special reports and responses, Congressional responses, briefing papers, issue briefs, and decision papers for the medical center leadership, which may be highly sensitive, confidential, and of a complex nature, as requested. The incumbent also provides direct clinical services for a portion of his/her time. In addition to the aforementioned, the CMO functions as a subject matter expert and leader within the health care system on issues that relate to the PACT operations. Work Schedule: Monday - Friday, 8 AM - 4:45 PM</p><h3>Requirements</h3>U.S. Citizenship; non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Must pass pre-employment physical examination. Participation in the seasonal influenza vaccination program is a requirement for all Department of Veterans Affairs Health Care Personnel (HCP). Complete all application requirements detailed in the "Required Documents" section of this announcement.<h3>Education</h3>Degree of Doctor of Medicine or an equivalent degree resulting from a course of education in allopathic medicine or osteopathic medicine. The degree must have been obtained from an institution whose accreditation was in place for the year in which the course of study was completed. Approved schools are: Schools of medicine accredited by the Liaison Committee on Medical Education (LCME) for the year in which the degree was granted. Schools of osteopathic medicine approved by the Commission on Osteopathic College Accreditation (COCA) for the year in which the degree was granted. For foreign medical graduates not covered in (1) or (2) above, confirmation must be made that the medical school meets (or met) Educational Commission for Foreign Medical Graduates (ECFMG) eligibility requirement for year graduated. NOTE: If your school has changed names, or is no longer in existence, you must provide this information in your application. NOTE: The Under Secretary of Health or designee in the VHA Central Office may approve the appointment under authority of 38 U.S.C. 7405 of a physician graduate of a school of medicine not covered above if the candidate is to be assigned to a research, academic, or administrative position with no patient care responsibilities. The appointment will be made only in exceptional circumstances where the candidate's credentials clearly demonstrate high professional attainment or expertise in the specialty area.
