<p>This NURSING (OCCUPATIONAL HEALTH) is located in Joint Force Headquarters - State (JFHQ-ST), Special Staff, and Office of the State Surgeon and is part of the CA JFHQ Safety. This Vacancy is being advertised concurrently with Technician Vacancy CA-12960528-AR-26-223. Only one of the announced positions will be filled.</p><h3>Major Duties</h3><p>THIS IS A T5 EXCEPTED SERVICE, PERMANENT POSITION The primary purpose of the NURSING (OCCUPATIONAL HEALTH), GS-0610-12, is to manage a comprehensive Occupational Health Program for the state. Establishes, manages and maintains a comprehensive Occupational Health Program: Plans, develops, analyses, and reviews occupational health nursing services and program requirements and determines impact on National Guard military and civilian personnel and public health. This requires formulating, analyzing revising, and implementing policies, procedures and best practices in accomplishing program goals and objectives in accordance with Federal, State and local laws (e.g., Occupational Safety Health Administration (OSHA) Act of 1970 - OSHA, Federal Employees Compensation Act - FECA, Department of Labor, Department of Transportation and the Nuclear Regulatory Commission statutes, etc.), and DoD guidance. Provides occupational health services and medical treatment for non-occupational and occupational health illnesses and injuries IAW incumbents scope of employment, professional State Nursing License "scope of practice", and medical directives approved by a qualified, licensed physician. Reviews and evaluates data to determine the need for expanded occupational health services by participating on interdisciplinary teams involving safety, environmental and industrial hygiene related consultation visits, risk assessment surveys of organizations, facilities and work areas. Coordinates with other DoD agencies, other federal agencies (e.g., OSHA, Center for Disease Control, etc.), and State agencies (e.g., State Departments of Health, State Environmental Quality, State Natural Resources, State Laboratories, etc.) regarding evaluation of toxicological data that is used in determining actual and/or potential hazards to National Guard personnel in accordance with regulatory standards. Assesses environmental exposures (e.g., biological, chemical, respiratory, ergonomic, physical hazards, etc.,) through surveillance and monitoring work situations. Prepares and submit reports of findings and recommendations to improve levels of efficiency and to reduce or eliminate future hazardous conditions. Participates in epidemiological investigations of hazard exposures. Develops and conducts training for employees and managers and dissemination of occupational health information related to the processes and procedures, regulations, directives, and Federal statues dealing with workers compensation. Develops and maintains a Health Education/Counseling program. Outlines and develops overall requirements and goals to assure comprehensive health education, training, and counseling services. The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently military. In addition, the position must meet one of the following: It does not have a comparable military function; the position is required in full-time (civilian) role when the organization, or similar military position, is mobilized to perform continuing post-mobilization functions; or the position requires a skill or competency that necessitates technical expertise or professional qualifications that cannot be readily found in the military structure of the state military force. May make additional selections within 90 days of eligible(s) issuance.</p><h3>Requirements</h3>Recruitment/Relocation Recruitment/Relocation Incentive MAY BE authorized, subject to funding and approval. PCS Relocation Costs MAY BE authorized subject to provisions of the Joint Travel Regulation, funding, and an agency determination that a Permanent Change of Station (PCS) move is in the Government's best interest. Participation in direct deposit is mandatory. May be required to successfully complete a one or two year trial period. U.S. citizenship is required. Federal employment suitability as determined by a background investigation. Must maintain proper security clearance. Must maintain current certification in Occupational Health from the American Board of Occupational Health Nurses is preferred but not required. Must maintain current license as a Registered Nurse. Must maintain current certification in cardio-pulmonary resuscitation. Must maintain annual training. May occasionally be required to work other than normal duty hours; overtime may be required.This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing. Applicants tentatively selected for appointment to this position will participate in drug urinalysis testing, unless currently occupying a TDP within the Department of Defense. Tentatively selected applicants will be required to sign DA Form 5019 (Condition of Employment for Certain Civilian Positions Identified as Critical Under the Department of the Army Drug-Free Federal Workplace Program) requiring participation in random drug testing as a condition of employment. Must be able to obtain and maintain credentialing, privileging through the National Guard''s Centralized Credentialing and Privileging Preparation Board. Possess a valid, unrestricted license in the US State, territory, or the District of Columbia to practice medicine, board eligible or board certified to include maintaining continuing medical education(CME) hours<h3>Education</h3>An undergraduate or graduate degree in one of the following: Health Administration, Health Care Administration (or equivalent), Health Care Management, Health Management and Policy, Health Services Administration (or equivalent), Hospital Administration (or equivalent), or related fields such as, Primary Care Management, Nursing (BSN/RN), Biology, or microbiology, Public Health, Entomology, Microbiology, Zoology, Biomedical Engineering, Clinical Engineering and Health Management/Health Systems Engineering, Operations Research, or other closely-related degree fields. OR Possess certification as an Occupational Health Nurse. When there is a positive education or certification requirement, or you are using education to qualify as a substitution for experience, copies of transcripts (unofficial) and/or certificates are required at the time of application to verify that you meet the educational/certification requirement or substitution. Failure to provide transcripts and/or certificates at the time of application will result in automatic disqualification. Only attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education may be credited.
