<p>This position is located within the Health Information Management (HIM) section of the El Paso VA Health Care System (EPVAHCS). The Medical Records Technician (Release of Information) (MRT-ROI) is responsible for reviewing and processing requests for Veterans' protected health information (PHI) in accordance with all applicable federal laws, regulations, and VA policies governing authorization and disclosure of health information.</p><h3>Major Duties</h3><p>Total Rewards of a Allied Health Professional * Bargaining Position * The incumbent applies, interprets, and analyzes all laws, regulations, and VA policies governing the disclosure of protected health information (PHI). The position requires comprehensive technical and advisory expertise in evaluating authorization requests, determining the releasability of information, and ensuring all disclosures comply with the Privacy Act of 1974, HIPAA, FOIA, and 38 U.S.C. 7332 pertaining to sensitive health information. The incumbent evaluates the adequacy and validity of each authorization form, determines the urgency of requests, and prioritizes processing using established priority systems. The employee personally greets and assists Veterans and visitors, clarifies the nature of their requests, and provides guidance on whether the requested information may be released. The technician educates requestors on the proper submission requirements for health information requests and ensures that only the minimum necessary information is disclosed to authorized individuals or entities. The employee processes all incoming ROI requests, including those received through the Automated Medical Information Exchange (AMIE), referring only complex or problem cases to the supervisor. Duties include verifying authority to release information, determining what information may be disclosed, and processing responses to patients, VA and federal agencies, legal representatives, insurance companies, and other authorized parties. All requests are logged, tracked, and closed accurately using ROI software, and required accounting of disclosures is maintained in accordance with federal regulations. The incumbent provides advisory and technical assistance to patients, administrative staff, and clinical personnel concerning ROI procedures, privacy requirements, and information-release policies. The employee receives and directs callers and visitors, distributes and assists with forms, and responds to inquiries that require detailed explanations of procedures and requirements. Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66.
